Prefixing sounds good to me.  SWIG has a special event just for
constants, so the hack to make the generated Goo name have a $ in
front is trivial.

Hopefully the pathological cases you mention would never come up, but
in such a case, perhaps the older versions are deprecated and
therefore not included as part of the interface exposed to Goo?
